Proposed Ordinance Amendments. 

 

Article 1: Shall an amendment to the Town of Lyman Zoning Ordinance Article 1, Section 1.8.3 Contract Zoning be enacted. (Copies of the text of the proposed amendments are available from the Towns Clerk’s office)

 (Summary) : A complete repeal of the contract zoning is proposed by the Ordinance Review Committee in favor of examining our land use charts to potentially accommodate broader uses.

Article 2: Shall an amendment to the Town of Lyman Zoning Ordinance Article 10, Section 10.6 Accessory Dwelling Units Sub Sections 10.6.1 through 10.6.7 be enacted (Copies of the text of the proposed amendments are available from the Towns Clerk’s office)

(Summary) : The proposed amendments will align with rule changes regarding housing opportunities to LD2003 that will go in effect July 1, 2024. Such amendments include striking the requirement of additional parking, making  grammatical changes, adding additional space requirements for emergency vehicle turnaround, and striking the requirement that the landowner occupy one of the additional dwelling units.

Article 3: Shall an amendment to the Town of Lyman Shoreland Zoning Ordinance Section 15, Sub Section B (2) Land Use Standards, Principal and Accessory Structures be enacted. (Copies of the text of the proposed amendments are available from the Towns Clerk’s office)

(Summary) : The proposed amendments are for Shoreland Zones and will align with rule changes regarding housing opportunities to LD2003 that will go in effect July 1, 2024. Such amendments add in conditions for an additional dwelling unit including limiting to one (1) accessory dwelling unit, limiting minimum habitable floor area, requiring building and safety standards are met, requiring exterior standards, requiring standards for emergency vehicle turnaround, and restricting on street parking.

Article 4: Shall an ordinance entitled “Floodplain Management Ordinance” be enacted. (Copies of the text of the proposed ordinance are available from the Towns Clerk’s office)

(Summary) : The proposed ordinance is reflective of the new Digital Flood Insurance Rate Maps that will go in effect July 17, 2024. A vote not to enact this ordinance will result in suspension from the National Flood Insurance Program and any resident currently holding flood insurance would become ineligible for said insurance
