Charter Commission Meeting – Public Hearing

NOTICE OF PUBLIC HEARING

The Lyman Charter Commission hereby gives notice that a public hearing will be held on Thursday, August 19, 2021, at 6:30 pm, at the Lyman Town Hall, located at 11 South Waterboro Road, Lyman ME.  Such a hearing will allow for the commission members to receive information, views, comments, and other material relating to its functions.

The public is encouraged to review the following to prepare for the meeting:

 What is a charter?

A charter is the equivalent of a constitution for the town. The charter defines the governance structure of the town, distribution of powers, budget process, public access, and other government functions.

 What is the Charter Commission’s charge?

The Charter Commission will draft a charter to submit to the voters of Lyman, who will determine whether the town adopts the Charter.

 What is Lyman’s current governance structure?

Lyman’s current governance structure is a Town Meeting-Selectmen form of government, where town meeting serves as the legislative arm of government and the selectmen serve as the executive body.

What are the typical governance structures in Maine?

  • Town Meeting-Selectmen
  • Town Meeting-Selectmen-Manager
  • Council-Town Meeting (often for special purposes only, such as budget adoption)-Manager
  • Council-Manager
  • Council-Mayor-Administrator
